Dark water gushes from a concrete storm drain outfall, striking the swollen river below with a white, churning splash. The scene unfolds along a levee path where floodwaters rise high against the embankment. Above, dramatic storm clouds fill the predawn sky, illuminated by faint ground glow and distant starlight.
