Predawn darkness blankets the salt flats beside a fogbound harbor mouth in Libya, broken only by the rhythmic sweep of a lighthouse beam. Four camels move in a single file line, their silhouettes sharp against the blinding white arc of light. Heavy, stacked clouds hang low and gray above the horizon, pressing down on the landscape.
