Misty diffused dawn light washes over a massive spiral concrete breakwater curving upward from churning floodwaters. The gray structure rises steeply, its wet surface slick under the overcast sky. A narrow concrete levee path runs along the top edge, bordered by low vegetation that rests against the rising water. Dramatic dark clouds stretch across the pale horizon, their undersides heavy above the scene. The perspective sits low near the ground, looking up at the imposing curve of the breakwater. Small whitecaps ripple where the water meets the concrete base, while the levee path remains dry and solid, a thin ribbon of infrastructure cutting through the flooded landscape.
