Water droplets rest on the rough aggregate texture, reflecting the pale glow of the spillway chute below. Mist rises in fine spray, whipped by wind into horizontal streaks across the frame. The symmetrical composition centers the heavy infrastructure against the darkening sky, emphasizing civic-scale austerity. Every crevice holds moisture, glowing faintly in the low light. A final shadow falls across the lower right corner where the concrete meets the wet stone base.
