A cluster of small white table fans sits on a sun-baked window sill in a Delhi apartment, their plastic grilles catching the warm late afternoon light. Dust motes dance in the shafts of sunlight that cut across the room, highlighting the texture of the peeling paint on the surrounding wall. The blades are still, frozen in a moment of rest before the evening breeze might stir them into motion.
