Thick white hoarfrost coats the heavy steel lattice of a transmission substation nestled beneath the massive concrete span of a cable-stayed bridge. The dry season air leaves the metal surfaces sharp and crystalline, catching the first pale rays of sunrise that slice through heavy, gray overcast skies. From a low worm's-eye perspective, the towering insulators rise like frozen pillars against the muted light, their surfaces textured with intricate ice needles.
