Volunteer Tables in Lima Council Chamber

Wet posters cling to metal barriers lining the polished stone floor of a Lima council chamber. Rows of wooden tables stretch into the dimming space, each heavy with stacks of clipboards secured by metal clips. Fading daylight falls through high arched windows, mixing with the harsh glow of government floodlights that cast long shadows across the room. The cool season air leaves condensation on the glass panes. Dark wood paneling lines the walls, against the bright white paper on the tables. A stack of forms rests precariously on the edge of the nearest table, its corner catching the artificial light. The institutional gravity of the room settles over the empty chairs arranged in neat rows.
