A damp concrete landing outside a granite civic building in Halifax is slick with morning mist, reflecting the gray sky. A stack of industrial metal rolling carts sits abandoned near the entry, their wheels caked with road grime. Beside them, a pair of bright yellow rubber rain boots rests upside down, water pooling in their soles. The heavy stone facade looms behind, textured by centuries of salt air. A small brass boot scraper is embedded in the step, worn smooth by countless commuters.
