Cold silver dawn light washes the wet pavement of a civic plaza beneath the harsh white glare of government building floodlights. Puddles reflect the cold glow, distorting the silhouettes of people gathered in a tight cluster. Humid air rises after monsoon rain, visible as a faint mist clinging to the low-hanging eaves of the concrete structure above. Dark uniforms stand beside civilian coats, their fabric heavy with moisture. A temporary plastic barrier separates the vigil group from the smooth, slick steps of the administrative building. The wet surface of a red ribbon tied to a metal railing catches the light, its fabric saturated and dark against the gray stone.
