Wet cobblestones in Valparaíso’s Cerro Concepción reflect the pale, diffused light of early morning after a night rain. A local vendor adjusts a striped raincoat draped over a wooden cart, the fabric glistening with droplets that catch the ambient gray. Beside the cart, a bicycle basket hangs low, holding a few scattered garlic bulbs wrapped in netting, their papery skins damp and dark. The steep incline of the street is lined with colorful, peeling paint on corrugated metal roofs, typical of the city’s hillside barrios. Steam rises faintly from a nearby vent, mixing with the cool air.
