Thick Andean mist rests on the steep hillside neighborhood of La Paz, softening the jagged silhouette of a corrugated tin roof against a pale gray sky. On a weathered concrete balcony ledge, a cluster of small potted succulents in chipped terracotta pots catches the diffuse dawn light, their fleshy green leaves against the rough, stained plaster wall behind them. Beside the plants, a single white ceramic saucer holds a few drops of condensation, reflecting the muted ambient glow. A tabby cat sits curled on the edge of the railing, its fur blending with the gray tones of the morning fog, watching the narrow alleyway below where the faint outline of a red bus struggles through the low visibility.
