Mud coats the ground beneath a rough plywood shelf holding a vertical stack of white permit tubes. Raw concrete walls rise in the background, their gray surfaces stained by early winter drizzle. Soft overcast light flattens the scene, revealing the texture of wet wood grain and the smooth plastic of the tubes. The low angle emphasizes the structural elements, making the shelf appear anchored in the muddy access road. Water droplets rest on the edges of the plywood, while the concrete remains cool and matte. One tube rests slightly askew on the stack.
