Fluorescent tubes cast a cool white glow over a large whiteboard mounted on a plain wall inside a town hall meeting room in Chandigarh. The board displays a grid of handwritten rows, each labeled with neighborhood names in Devanagari and English script, alongside columns of checkmarks and tally marks tracking door-to-door visits. Late afternoon sunlight streams through high windows, pooling in warm amber patches across the linoleum floor and reflecting off the glossy surface of a nearby metal filing cabinet. The room holds clear quiet activity, with empty chairs arranged in rows and a small table cluttered with water bottles and stacks of pamphlets.
