In the deep predawn darkness of Venice, Italy, a metal maintenance cage hangs from the side of an old stone bridge, swinging lightly in a sharp crosswind. The scene is illuminated by the faint, cool glow of distant streetlamps reflecting off the dark water below. A shirt hanger dangles precariously from the cage railing, caught by the gusts.
