Before dawn breaks over Lima, the sky holds a deep indigo hue above a narrow street in the Miraflores district. A vibrant cascade of magenta bougainvillea spills over a whitewashed colonial wall, against the grey concrete of a nearby construction site. Heavy steel rebar bundles rest against the fence, waiting for the day's labor to begin. A simple metal bell hangs from a post near the entrance, untouched by the quiet morning air. The street is empty of vehicles, save for the distant silhouette of a transport truck navigating the coastal road.
