The pre-dawn stillness of Hobart envelops the coastal breakwater as the first hints of grey light touch the stone surface. Warning beacons stand dormant along the edge, their red reflectors dim against the deep blue of the Derwent River. Stacks of plywood and sandbags sit in orderly rows near the levee floodgate, prepared for potential high tides. The scene is quiet and devoid of people, showing the industrial yet natural beauty of the waterfront. One adjustable spanner rests on a crate, hinting at recent maintenance work. The sky is a gradient of dark blue to soft purple, reflecting off the calm water below.
